The study examines the primary legal instrument, Law Number 32 of 2009 on Environmental Protection and Management (UUPPLH), evaluating its conceptual strengths and the significant implementation challenges encountered. These challenges include weak inter-agency coordination, limited law enforcement resources, low public awareness and participation, and regulatory disharmony.
